Dharmveer Meena Takes Charge as General Manager of Western Railway

Ahmedabad, Dharmveer Meena has taken on the role of General Manager of Western Railway as of July 1, 2025. He also serves as the General Manager of Central Railway. Meena is an officer of the Indian Railway Service of Signal Engineers (IRSSE), having graduated in 1988.

He earned his B.E. degree in Electronics and Communication from MBM Engineering College, Jodhpur, and also holds a Master’s degree in Law. Meena began his career in March 1990 with the South Eastern Railway and has held various positions across multiple zones, including the Western and Central Railways.

During his tenure, he has successfully completed significant signalling and multitracking projects in record time. He started his career in 1992 as an Assistant Signal and Telecom Engineer in Shahdol, later serving in Bilaspur and Khurda Road as a Divisional Signal and Telecom Engineer.

In the Western Railway, he focused on improving system reliability and completed projects like the double-gauge conversion of key junctions, including Viramgam and Surendranagar. His efforts led to multiple installations being operational every week.

Meena’s leadership has been marked by adopting new technologies to increase throughput. Notably, he played a crucial role in completing the first embedded block between Vadnagar and Visnagar in the Ahmedabad division. In 2020, he was also a member of the Indian Railway Signal Engineering Manual Review Committee.

As Principal Chief Signal and Telecom Engineer in the Central Railway, he successfully installed electronic interlocking systems and automatic signalling from Mathura Junction to Nagda Junction over 548 km. Under his direction, the Central Railway was the first to implement the “Kavach” system, enhancing safety across the network.

His tenure saw remarkable progress in doubling, multitracking, and capacity enhancement projects. He planned and executed various works to reduce traffic congestion at major yards in the Central Railway, aiming to improve mobility and introduce new trains swiftly.

Meena has also worked to enhance passenger amenities through better information dissemination. From 2009 to 2014, he served as Deputy Chief Vigilance Officer in the Western Railway, where he played a key role in ensuring institutional integrity and transparency.

In recognition of his efforts, he received the Railway Minister’s Award in 2013. He has also participated in advanced management training programs at INSEAD, Singapore, and ICLIF, Malaysia, focusing on strategic management and advanced railway technologies.

Meena’s contributions aim to position Indian Railways as a global leader with high safety standards and advanced indigenous technologies in transportation.
