The Gujarat Administrative Reforms Commission (GARC) has proposed a new plan to streamline all scholarship schemes into one easy-to-use portal. This new system aims to help students by making applications simpler and more efficient. The recommendation was presented to Chief Minister Bhupendra Patel recently.
Currently, scholarship schemes are managed by different departments, including Education, Tribal Welfare, and Social Justice. Each department has its own rules and guidelines, which can confuse applicants. By creating a single platform, the government hopes to reduce this confusion and improve access to financial aid for students.
The Education Department has already started working with the Tribal Welfare Department to reform admission and scholarship processes. They have introduced a centralized entrance exam for schools under these departments this academic year. Plans are also in place to involve the Social Justice and Empowerment Department in these efforts.
Mukesh Kumar, Principal Secretary of the Education Department, confirmed that discussions are underway to establish a unified portal for student scholarships. He noted that different schemes often have varying guidelines, leading to a need for a more streamlined process.
GARC, led by Principal Advisor to the Chief Minister Hasmukh Adhia, has recommended the creation of the Gujarat Unified Scholarship Portal (GUSP). This digital platform will allow students to apply for scholarships easily, receive real-time updates on their application status, and manage their student IDs through a Child Tracking System (CTS). The goal is to enhance transparency, avoid duplication of benefits, and ensure timely delivery of financial support to all eligible students.
The report highlights that the current scholarship system is problematic. It is divided across departments, leading to overlapping and sometimes contradictory eligibility criteria, documentation requirements, and disbursement processes. The GARC has taken inspiration from successful models in states like Telangana, Odisha, Maharashtra, and Kerala, where unified digital systems have improved scholarship management.
An overview of the various scholarship schemes includes:
1. **Tribal Development Department** (75% funded by the central government):
– Pre-matric scholarships for ST students in Class IX and X.
– Post-matric scholarships for girls, boys, and SEBC students in hostels.
– Merit-cum-means scholarships.
2. **Education Department:**
– Mukhyamantri Yuva Swavalamban Yojana (MYSY) for general category students meeting specific income and academic criteria.
3. **Social Justice and Empowerment Department:**
– Pre- and post-matric scholarships.
– Merit-cum-means and tuition aid for Class XI and XII science students.
– Financial support for medical, engineering, and overseas education.
– Assistance for MPhil/PhD, pilot training, and bicycles for Class VIII girls.
J.P. Gupta, Additional Chief Secretary of the Tribal Development Department, stated that all scholarship schemes will soon follow a unified procedure to eliminate inconsistencies across departments. This move aims to create a more cohesive support system for students in Gujarat.
By integrating all scholarship schemes into one platform, the government of Gujarat hopes to make it easier for students to access the financial aid they need to continue their education. This initiative marks a significant step towards improving educational opportunities for students from diverse backgrounds in the state.
