The Gujarat government is set to launch a new initiative allowing residents to take their learner’s driving licence test from home. This move aims to reduce congestion at Regional Transport Offices (RTOs) and simplify the licensing process for applicants across the state.
Fully Online Testing via Sarathi Portal
Under the new Home-Made Learning Licence (HMLL) system, applicants can book their test slots through the Sarathi portal and take the exam using a laptop or desktop computer. The entire process—from uploading documents and paying fees to taking the test—will be conducted online.
Previously, candidates had to visit designated ITI or polytechnic centres to complete their learner’s licence exams. With HMLL, the need for physical attendance at these centres is eliminated, making the process more convenient and accessible.
Exam Format and Security Measures
The online test will consist of 15 multiple-choice questions, and applicants must answer at least nine correctly to pass. The exam must be taken on a device equipped with a functioning webcam, which will monitor for any suspicious behaviour. Any violations detected will result in automatic disqualification.
A mobile application to support the HMLL system is currently under development, further enhancing accessibility for users.
Aadhaar-Based Authentication
To ensure the integrity of the testing process, the system will utilize Aadhaar-based authentication and facial recognition technology. This measure aims to prevent impersonation and maintain the credibility of the online examination process.
Steps to Apply for the Online Learner’s Licence Test
- Visit the Sarathi Portal: Go to https://sarathi.parivahan.gov.in.
- Select State: Choose ‘Gujarat’ from the list of states.
- Apply for Learner’s Licence: Click on “Application for New Learner’s Licence” under the “Learner’s Licence” menu.
- Fill in Details: Enter personal information, upload required documents, and pay the application fee.
- Schedule Test: Book a slot for the online test.
- Take the Test: Log in at the scheduled time and complete the exam under webcam supervision.
- Download Licence: Upon passing, download the learner’s licence directly from the portal.
Benefits and Future Plans
The introduction of the HMLL system is expected to significantly reduce the burden on RTOs and make the process more efficient for applicants. By allowing individuals to complete the entire process from home, the government aims to enhance user convenience and streamline operations.
Officials have indicated that this initiative aligns with broader efforts to digitize government services and improve accessibility for citizens. The success of the HMLL system in Gujarat could serve as a model for similar implementations in other states.
