In recent years, Gujarat has emerged as a leader in the ZED (Zero Effect, Zero Defect) certification for Micro, Small, and Medium Enterprises (MSMEs). Over the past five years, the state has supported approximately 130,000 MSMEs with financial aid exceeding ₹7,864 crores. This support is part of the Gujarat government’s effective industrial policy, aimed at fostering growth in the sector.
Currently, Gujarat boasts more than 89,000 ZED-registered MSMEs and over 59,000 certified MSMEs, the highest in the country. This impressive achievement is credited to the guidance of Chief Minister Bhupendra Patel and the leadership of Industrial Minister Balwantsinh Rajput. The government has implemented various support schemes for MSMEs from 2020 to 2025, in line with Prime Minister Narendra Modi’s vision for a developed India by 2047.
To further enhance the quality and productivity of MSMEs, the state is organising a ‘Quality Journey’ from April 5 to May 29, 2025, across all districts. This initiative aims to increase awareness and collaboration among local industries. So far, the journey has successfully completed its activities in 18 districts.
In October 2023, Gujarat hosted the ‘Vibrant Gujarat-Vibrant District’ festival to promote economic development and local partnerships. The event highlighted unique district-level products for local sales and exports. Additionally, 26 unique industrial products were selected for the One District One Product (ODOP) initiative.
The state government has also introduced new industrial policies and schemes to encourage participation in exhibitions. Under these policies, MSMEs can receive financial assistance of up to ₹50,000 for state-level exhibitions, ₹1 lakh for national events, and ₹5 lakh for international exhibitions.
To address delayed payments, the Gujarat government established six Regional MSEFC councils to expedite the resolution of disputes. These councils have resolved 1,081 cases between January and December 2024.
Gujarat continues to provide various forms of assistance to local entrepreneurs, including capital investment subsidies and interest assistance. Between April 1, 2024, and January 8, 2025, more than ₹137 crores in aid has been allocated to over 4,400 claims under the industrial policy of 2015.
The classification of MSMEs into micro, small, and medium categories is based on capital investment and annual turnover, as defined by the Ministry of MSME. Micro enterprises have investments up to ₹2.5 crores and turnover not exceeding ₹10 crores, while small enterprises have investments up to ₹25 crores and turnover up to ₹100 crores. Medium enterprises are defined by investments up to ₹125 crores and turnover not exceeding ₹500 crores.
Overall, Gujarat’s proactive approach in supporting MSMEs through various initiatives demonstrates its commitment to enhancing industrial growth and maintaining its status as a leading state in India.
