On August 15, 2025, Prime Minister Narendra Modi announced a new employment scheme during his Independence Day speech at the Red Fort. The scheme, called the Pradhan Mantri Viksit Bharat Rozgar Yojana, aims to create over 3.5 crore jobs in the next two years. The government has allocated a budget of ₹1 lakh crore for this initiative.
Under this scheme, young people who are starting their first job in the private sector will receive a financial aid of ₹15,000. This amount will be given in two parts. The first payment will be made after they complete six months of work, and the second payment will follow after twelve months, provided they finish a financial literacy program.
Employers who hire these first-time employees will also benefit from the scheme. They will receive incentives for each new hire, which can be as much as ₹3,000 per month for two years. This part of the scheme encourages companies to bring more young people into the workforce, especially in the manufacturing sector.
The plan is divided into two parts. Part A focuses on first-time employees. Those who earn up to ₹1 lakh annually and are registered with the Employees’ Provident Fund Organisation (EPFO) are eligible. The aid will not only help new workers financially but also encourage them to save for the future. Part B is aimed at employers, who must hire a minimum number of new employees to qualify for the incentives.
Payments to employees will be processed through Direct Benefit Transfer using the Aadhaar Bridge Payment System. This ensures that the funds reach the workers directly and without delay. Employers will receive their incentives in their PAN-linked bank accounts, making the process seamless.
Prime Minister Modi highlighted that this scheme reflects the government’s commitment to creating jobs that are inclusive and sustainable. He emphasized that it will not only help young people but also support India’s overall economic growth.
The initiative comes at a time when many young people are looking for stable employment opportunities. A significant number prefer government jobs, which offer security and social status. By introducing financial incentives for private sector jobs, the government hopes to change this mindset and encourage a wider range of career options.
This scheme is particularly important for regions with high youth unemployment, such as Bihar. PM Modi mentioned that the initiative aims to provide more job opportunities in rural and backward areas. This could help reduce the migration of young people to urban centers in search of work.
As part of the launch, PM Modi also announced the rollout of four Amrit Bharat trains. This development is expected to improve regional connectivity and support job growth in logistics, tourism, and small industries.
The scheme, effective from August 1, 2025, will last until July 31, 2027. With a robust budget and clear objectives, the government aims to ensure a successful implementation that will benefit millions of young Indians entering the job market. The initiative is a crucial step towards a developed India by 2047, as envisioned by the Prime Minister.
In summary, the Pradhan Mantri Viksit Bharat Rozgar Yojana is a significant effort by the Indian government to boost employment among youth in the private sector. By offering financial incentives to both employees and employers, it aims to create a more vibrant job market and promote economic growth across the country.
