On July 3, the Central Bureau of Investigation (CBI) raided the home of Dr. Montu Kumar Patel, the President of the Pharmacy Council of India (PCI), in Ahmedabad. This action came just three days after an FIR was filed against him for alleged irregularities in the council’s elections. The FIR was lodged on June 30, based on a complaint from Amit Biswas, an Under Secretary in the Union Health Ministry. The complaint was initially made in March 2023.

The CBI’s preliminary inquiry had already begun in May 2023, investigating accusations of corruption, criminal conspiracy, and cheating against Dr. Patel and others. The charges stem from alleged manipulation during the 2022 PCI elections, where it is claimed that Dr. Patel co-opted six members into the Executive Committee, violating the Pharmacy Act.

Reports suggest that Dr. Patel hosted a lavish party for voters before the election, spending ₹2.75 lakh to influence the outcome. Once he became President on April 6, 2022, he allegedly appointed numerous associates to key positions, thus consolidating his power.

The CBI’s investigation revealed serious issues in the approval process for pharmacy colleges during Dr. Patel’s tenure. The agency found that many colleges, including Rameshwar Prasad Satya Narayan Mahavidyalaya in Ayodhya, were in poor condition and lacked basic facilities such as teachers and students. Yet, these institutions received PCI approval under his leadership.

Other colleges approved despite negative inspection reports included SSD College of Pharmacy and Gagan College of Pharmacy. The inquiry showed signs of bribery and misuse of power, suggesting a larger conspiracy involving both public officials and private individuals.

Dr. Patel has not been arrested, but the evidence collected during the CBI raid is strong. The entire college accreditation process is now under review, and more investigations are expected. Educational stakeholders are demanding greater transparency and reform in how the PCI operates. Activists are calling for stricter measures to prevent corruption in the future.

The CBI’s actions have sparked widespread criticism of the PCI and highlighted the need for significant changes in the college recognition process. As the investigation unfolds, it is likely that more individuals and colleges will be scrutinised for their involvement in these alleged corrupt practices.

This case marks one of the most serious corruption allegations within India’s higher education system. The CBI is poised to expand its investigation, which may lead to additional raids and arrests in the coming days. The scrutiny on the PCI is growing, as the public demands accountability and integrity in the education sector.
